Windows 10 Version 1809 is no longer the current version. To get the latest features, you should generally use the Windows 10 Update Assistant or download a current ISO from the official Microsoft Software Download page.
If your organization has a Visual Studio Enterprise subscription, you can download any older Windows 10 version, including Redstone 5, from the downloads section.
