Here, EXP is often accelerated or handled differently because the game is about short bursts of intense gameplay rather than a linear 40-hour journey. While not strictly "No EXP" in the traditional sense, it removes the grind aspect of leveling by forcing you to work with what you find, often keeping levels static or capped for the duration of a run.
Blue Kaizo by SHF is the grandfather of the difficulty hack. While the standard version is hard, the "No Exp" patch is legendary. Because Gen 1 mechanics are inherently broken (1/256 miss chance, trapping moves, critical hit ratio based on speed), the No Exp variant forces you to abuse the game's ghost data and Poke Dolls to survive. Be warned: This is for masochists only.
In a no exp playthrough, Shell Smash, Dragon Dance, Swords Dance, and Quiver Dance are the only ways to "increase" your stats. If you catch a Pokemon that learns a boosting move, keep it alive at all costs. A level 20 Dwebble with Shell Smash can sweep a level 35 team if you play correctly.
