This patch, released in early 2012, primarily focused on weapon balancing and matchmaking improvements:

While 1.9.446 successfully delivered DLCs, it created a legacy problem. The total install size grew from roughly 8GB (1.4.382) to over 16GB (1.9.446 with all DLCs). More critically, PC players who did not purchase DLCs found their matchmaking severely restricted. Version 1.9.446 inadvertently split the community into tiers: those with all four collections, those with none, and those with incomplete sets. This fragmentation accelerated the game's decline on PC compared to consoles, where DLC was auto-downloaded regardless of purchase.
