B&R occasionally updates the internal memory layout (signature) of function blocks. If you are troubleshooting a machine and need to reload the original firmware, but your new installation of AS 5.2 loads a different library version, the compiled code might not match the running controller. Library 137 ensures byte-for-byte compatibility.
