For macOS 10.11.6 (El Capitan), the official up-to-date versions of Telegram no longer provide native support, as they generally require or 10.13 and later. However, you can still use Telegram by downloading a specific legacy version or using the web client. Recommended Download Options

Delete the local cache. The old version sometimes conflicts with corrupted cache files.
As of late 2022, Telegram’s desktop team raised the minimum system requirements to or newer. The current Universal binary no longer contains code compatible with El Capitan’s older graphics API (Metal) and networking libraries. However, you can still use Telegram by downloading
sudo spctl --master-disable
You downloaded the wrong version. Remove the new installer and ensure you downloaded tsetup.4.8.4.dmg from the GitHub releases page.
Upgrading to at least High Sierra (10.13) would allow you to run the with full features.
