You do not typically need to download a separate "pack" from a third-party site; rather, you enable it through your game client, which then triggers the necessary download. Now, the question is: will Cyberpunk 2077 follow

Steam will automatically download a small update (patch) containing the language files. Launch the game and navigate to Options > Language to enable Arabic subtitles and interface text.
