You used the wrong QEMU version. EVE-NG requires specific QEMU binaries for specific images. Go to Node Properties > QEMU Version and select 2.12.0 for older images or 4.2.1 for newer Cisco images.
Start with three images (vIOS Router, vIOS Switch, Ubuntu) and scale up. Happy emulating!
