Most likely, NoPayStation will continue as an underground tool for years to come, much like Vimm’s Lair for retro ROMs or the Internet Archive’s software library.
Even if you avoid a ban, many NPS-downloaded games fail to work online because they lack the proper online pass or authentication token. Exceptions exist for games that don’t check licenses, but it’s unreliable.
While rare, Sony does perform waves of bans for CFW users who go online with pirated content. If you download a game via NPS and then sign into PSN to play online multiplayer, Sony’s telemetry can detect title mismatches or missing purchase receipts. Permanent console ID ban (no more PSN on that device).
